The historical meaning of "the Baseball Control Ordinance"
       From the viewpoint of the transition in action of
              a secondary school's baseball

                   Abstract

   This paper examines a historical meaning of "the Baseball Control Ordinance"
announced by the Ministry of Education in 1932. In the preceding studies, the
Baseball Control Ordinance" was often evaluated from the viewpoint of the situations
before the official announcement. However, to exactly position its historical
significance, the accurate grasp of the situation after announcement is indispensable
as well for its overall appreciation. Therefore, I analyzed in this paper the
repercussions just after the announcement and the relevance to the sports regulations
during the war time with a focus on the baseball of a secondary school which is
most proper to understand "the Baseball Control Ordinance". The results are as
follows:
   1) "The Baseball Control Ordinance" was a cleanup plan to attach much importa-
    nce to the education.
   2) "The Baseball Control Ordinance" was not influential enough to lead itself
    directly to the sports regulations during the war time.
