The decision of the appeal for the Olympic Truce by IOC: Using the minutes of the 99th IOC session and Japanese and overseas newspapers. KUROSU Akari (Hitotsubashi University) Abstract The purpose of this study is to clarify the process from the United Nations Security Council Reso- lutions 757 (S.C.Resolution 757) to the appeal for the Olympic Truce in the 99th IOC session in 1992. The paper draws on data from the minutes of the 99th IOC session. These primary data are supple- mented with analyses of the articles of newspapers published in Japan and overseas. The results of this study are summarized as follows: 1) On 14th June 1992, Mr. Samaranch, the President of IOC, noted that the best solution to the issues occurred as a result of the S. C. Resolution 757, is to end fighting in Bosnia-Herzegovina. As of 7th July, he called for a truce on the Federal Republic of Yugoslavia. At the same time, IOC mem- bers proposed to the leaders of countries of the Security Council and the UN officials that Yugoslav athletes would be allowed to participate in the Games as an independent team on an individual basis, and got support from them. 2) During the period from 10th to 17th July, however, the response of the Security Council Sanc- tions Committee (S.C.Sanctions Committee) to the issue led to serious affairs for the IOC. That is, the athletes from the Federal Republic of Yugoslavia would not be able to take part in the Games as an independent team. Therefore, on 21st July, in order to break through this affairs, IOC session started negotiations with the UN and made the "Appeal for the Olympic Truce", which was agreed with by the associations related to IOC, to all states and international and national organizations. 3) Finally, the S. C. Sanctions Committee approved to allow athletes from Yugoslavia to partici- pate in the Games, as individuals, not as a team. On 23rd July, the IOC session resolved to approve the "Appeal of the International Olympic Committee in favour of the 'Olympic Truce'" for covering a wide range of object person and all organizations, especially the UN, as the initiative of peace. On 5th August, the session submitted that the proposals to support the Olympic Truce for the UN in order to protect the Olympics after the Games in Barcelona from political intervention.
